Hilary Sunghee Seo is a Senior Counsel and core member of Allen & Overy’s U.S. Financial Services Regulatory Practice. Her practice focuses on advising domestic and international financial institutions, including securities firms, banks, private wealth businesses, investment managers, electronic trading platforms and swap / security-based swap dealers in assessing the impact of financial regulations on their business activities and strategies.

Hilary advises on a broad range of securities and derivatives regulatory, transactional and enforcement matters. She advises U.S. and non-U.S. broker-dealers and other trading firms on a variety of securities market regulatory matters, including on issues relating to registration, licensing, change of control and business expansions; supervision and governance; cross-border marketing and distribution issues; the SEC’s and FINRA’s advertising and communication rules; trading and reporting; and on all facets of ongoing compliance. She has been active in advising clients, from established financial institutions to startups, on the use of blockchain, digital assets and cryptocurrency, as well as on the devlopment and use of new technology driven products.

Hilary is a graduate of Harvard University and Columbia Law School.
